Francis L. Hawks (1798–1866) was an American historian, lawyer, and politician. He was born in New Bern, North Carolina, and graduated from the University of North Carolina in 1817. He was admitted to the bar in 1820 and practiced law in New Bern. Hawks was a member of the North Carolina House of Commons from 1825 to 1827 and a member of the North Carolina Senate from 1827 to 1829. He was a member of the United States House of Representatives from 1829 to 1831. Hawks was a prolific writer and historian. He wrote several books, including History of North Carolina (1857), History of the Protestant Episcopal Church in North Carolina (1830), and History of the University of North Carolina (1858). He also wrote numerous articles for magazines and newspapers. Hawks died in New Bern in 1866.
