Born on September 15, 1789, in Burlington, New Jersey. His father was a naval officer and later a judge. Cooper attended Yale College from 1803 to 1805 but did not graduate due to financial difficulties. He worked as a sailor and then studied law before being admitted to the bar in 1811.
