Born in Cairo, Egypt in 1911, he was raised in a lower-middle-class family and grew up speaking Arabic as his native language. He studied philosophy at the University of Cairo, graduating in 1934. After completing his degree, he worked in the Ministry of Islamic Affairs before becoming a civil servant in 1939.
