IN 1895, THERE APPEARED A CARTOON IN THE BRITISH HUMOR magazine Punch. The line drawing showed a bishop and his family sharing breakfast with a young curate, or priest. Studying the egg his guest is eating, the bishop worries aloud that it might be rotten. The curate responds politely, "Oh no, my Lord, I assure you-parts of it are excellent!"

Today, across the globe, we might say something similar about the condition of democracy. The difference is that little can be done to salvage the curate's half-eaten egg. With help from its friends, however, democracy can almost always be repaired, then made better.
