The campaign requirements of the Global War on Terrorism un- derstandably had an effect upon Army Transformation. Generals Gor- don R. Sullivan, Dennis J. Reimer, and Shinseki (in the first half of his tenure) had believed that they were in an interval between wars and that they had been afforded an opportunity to prepare for the next one.
Operations in Latin America and the Balkans and security requirements around the globe needed daily attention, but the lion's share of their focus could be on the future. Prolonged campaigns in Afghanistan and Iraq forced current operations back into top priority, and new balances had to be struck if the Army was to maintain momentum toward transformation.
