The Revolutionary Assembly proposed a vote on the execution of counterrevolutionaries. Long lists of former government employees, of expatriates, of traitors, were submitted. All lumped together in that one category. As though anyone not physically present in the Assembly at a certain moment must be an enemy of the revolution.
