Since at least the 'thirties the organization of white-collar workers has been a standard item on the liberal-labor agenda, but the political meaning of such organization is not often seriously discussed. Suppose that 8 or 9 million of the 12.3 million unorganized white-collar people were in the unions-what would it mean for the political character and direction of U. S. labor?

To answer this question we must consider: I, whether white-collar unionism has or is likely to develop a mentality and direction of its own; II, whether white-collar unions tend to display more or less militancy than wage-worker unions; and III, whether or not, and in what sense, an enlargement of white-collar unions might constitute ‘labor's link to the middle class.'
