Two fairies, Thistledown and Lily-Bell, embark on a journey to seek their fortunes. Thistledown, a selfish and cruel elf, harms the creatures of the garden, while Lily-Bell, kind and compassionate, seeks to guide him. Despite her warnings, Thistledown's actions lead to his isolation as the garden's inhabitants shun him. After a series of misdeeds, he finds himself alone and cold, realizing the consequences of his cruelty. Lily-Bell, in contrast, tends to the wounded and grieving creatures, earning their love and gratitude. When she learns of Thistledown's plight, she seeks him out, but he is ashamed and hides. Eventually, he is captured by Brownies as punishment for his actions. They imprison him until he learns to be kind and selfless. During his captivity, Thistledown reflects on his past and begins to change. He nurtures a vine that grows near his cell, which leads to the Brownies providing him with flowers and comfort. Meanwhile, Lily-Bell continues her search for him, healing the hearts he has broken and restoring peace to the garden. When Thistledown learns that Lily-Bell is in a magical slumber, he is determined to rescue her. The Brownies set him on a quest to gather gifts from the Earth, Air, and Water Spirits as a test of his transformation. He faces challenges in finding the Earth Spirits, but through acts of kindness, he earns the trust of the flowers and birds he once harmed. With their help, he locates the Earth Spirits and completes his first task. He then seeks the Air Spirits, where he learns the value of hard work and kindness. After proving himself, he receives a gift from them as well. Finally, he finds the Water Spirits, where he helps a dragon-fly he once injured, earning their favor. After completing all tasks, Thistledown returns to Lily-Bell, who awakens to find him transformed. The Brownie King praises Thistledown for his growth and love for Lily-Bell, declaring them both rulers of the forest. The fairies celebrate their union, and Thistledown, now a kind and gentle spirit, is finally worthy of Lily-Bell's love. Together, they reign over the forest, embodying the virtues of kindness and compassion.
