Suter was born in 1948 and grew up in New York City. He attended Columbia University where he earned a degree in English literature. After graduating, he worked as an editor for several publishing houses before becoming the director of the National Archives and Records Administration (NARA) in 2005. During his tenure at NARA, Suter oversaw the preservation and digitization of important historical documents such as the Declaration of Independence and the Constitution. He retired from NARA in 2017 but continues to serve on several boards related to archival preservation and education.
