A Chapter from Captain Stevens's History of the Langholm Mill
The management placed many men in confidential positions; some of them without any definite circumscribed functions -- as repairmen, trouble hunters, etc., who could circulate through the mill without arousing suspicion. They were actually placed by Mr Brook, the superintendent of works, who could readily do so because he was chairman of the Employment Commission which, in addition, consisted of two members chosen by the men and two appointed by the administration.
