Unborn Tomorrow by Mack Reynolds

In a future where humanity has colonized other planets, the United Earth Government has outlawed all forms of violence and conflict resolution is achieved through advanced technology that can predict and prevent crimes before they occur. However, when a group of rebels discovers a way to manipulate this system, they begin to use it for their own gain, creating a new form of crime and chaos in the process. The government must then find a way to stop them without resorting to violence, leading to a complex exploration of morality, free will, and the nature of humanity.
