Govern according to what is expected. Fight by doing the unexpected. The more efficient, the less need for democracy. If you're inefficient, you'll be replaced by somebody else. The more experts you depend on, the less efficient you'll be. If you prohibit less, you'll be more efficient. If you prohibit too much, you'll inspire opposition. The wise know to do nothing, and stay put. To need nothing.
