Billy Bird's Celebration was written by Kate Simpson Hayes, a popular children's author of the early 20th century. Hayes was born in 1876 in New York City and was educated at the Packer Collegiate Institute. She wrote several books for children, including Billy Bird's Celebration, The Little Brown Hen, and The Little Red Hen. She also wrote a number of stories for magazines such as St. Nicholas and The Youth's Companion. Hayes was a member of the Authors' League of America and the National League of American Pen Women. She died in 1962 in New York City.
